Veteran Outreach Program Specialist

Establish outreach service provision with military installations, Reserve and National Guard facilities within a designated area. Provide transitional assistance briefings to Military, Reserve, and National Guard personnel transitioning from combat service/active duty to civilian life. Develop and distribute outreach materials such as brochures, fact sheets, web content, and other targeted information which highlight Vet Center services and locations Provide training and information to VA staff, other federal agencies and community agencies regarding both Vet Center services, and the combat experience. Develop and maintain working relationships with a network of service provision agencies and individuals in all areas relevant to transitioning combat service members and their families. Organize and participate in a myriad of community activities and events that have high probability of GWOT, OEF, OIF, and OND veterans' presence. Assist clients, their families, and representatives, and faculty staff members in recognizing and removing institutional barriers to the provision of optimum readjustment counseling to transitioning combat veterans and their families. Provide crisis intervention, stabilization and follow-up to GWOT, OEF, OIF, and OND and their significant other, and families. Crisis situations may involve intervention in potential suicide, assault, and homicide situations. Provide vocational, educational, benefits, and related services, guidance, and referrals to GWOT, OEF, OIF, and OND and their significant other, and families. Prepares and maintains client records/administrative records and reports in accordance with program guidelines and policies. Serves as designated Mobile Vet Center (MVC) vehicle operator for the Vet Center. Responsible for vehicle maintenance such as:
Setting up the MVC for operation, i.e., leveling the MVC, Checking communications systems, electrical systems, etc; Closing the MVC when the designated event or work day is over and properly preparing the vehicle for departure/return to the assigned Vet Center; Inspecting MVC for any problems, attending and completing all MVC vehicle training on Mobile Vet Center use and maintenance, Maintain certification; Works with RCS staff for MVC routine maintenance Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

This position requires you to drive to various locations to interact with the target community in the mobile vet center. You must have and maintain a state issued driver's license. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by closing date of this announcement. GS-07 position you must have served 52 weeks at the GS-05 grade level. GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
GS-07 For the GS-07 level, you must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Assisting with planning community events, monitoring a budget, organizing data, drafting marketing material, promoting an agency at outreach events.OR; Education:
GS-07, To qualify based on education for this grade level you must have 1 full year of graduate level education, or a 4-year course of study leading to a bachelors degree with superior academic achievement or 1 year of graduate level education leading to a masters degree. OR; Combination:
Applicants may also combine education and experience to qualify at the GS-7 level. You must have an equivalent combination of specialized experience and education as described above to meet the qualification requirements (e.g., 6 months of specialized experience and 9 hours of graduate education as described above). GS-09 To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, OR; Combination:

Physical Requirements:
Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or on public transportation. A high level of physical energy is required, as the incumbent will be expected to meet with many people in many different locations in the course of a workday. Must be able to operate a passenger vehicle or larger vehicle that does not require a commercial driver's license. To operate the MVC the incumbent uses moderate physical effort in operating hand and foot controls. When assigned to drive the MVC to outreach sites, the incumbent encounters all types of traffic and weather in route to assigned outreach site. Incumbent is responsible for driving the MVC in all types of weather and traffic situations. If selected, the incumbent must:
Submit a completed OF-345, Physical Fitness Inquiry for Motor Vehicle Operators, is required. To drive a government vehicle, the incumbent will be subject to a pre-placement evaluation and once every 4 years through employee occupational health (EOH). Complete a pre-employment physical. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
