Park Manager

Serves as deputy superintendent overseeing operations at Lowell National Historical Park (LOWE) and is responsible for the preservation, interpretation, education, maintenance, and administration of the park, and the safety and well-being of staff, volunteers and visitors. Incumbent assists the Superintendent by providing direction, management, supervision, and evaluation of park programs with a combined annual operating budget of $8
million, ensuring effectiveness and cost efficiency. Provides leadership in the functional areas of public use management, park maintenance, visitor services, resource education, safety management, park partnership, public affairs, budget planning, and execution. Serves as associate and adviser to the Superintendent in the interpretation of service policies, directives, guidelines and standards Serves as the principal official responsible for directing and supervising the activities of park staff related to operations including supervising five division chiefs and indirectly managing a workforce of over 75 full-time employees. Assists the superintendent with the range of planning, directing, organizing, developing, and managing park operation and addressing critical management problems and issues. Assists the superintendent with directing the development of park's programs and cooperative activities, as a model for other parks and communities interested in park development and economic revitalization through public/private sector cooperation. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
management of a Park or Organizational unit's permit, fee collection and visitor recreation programs, management/coordination of a Park or Organizational unit's external relations and partnership program, supervising a workforce engaged in visitor services or resource education; experience in the administrative responsibilities of program management (budget, contracting, human resources), serving as a senior advisor to management on the operation of a visitor services or resource education program, and long/short term goal oriented planning and accomplishment of work through collaboration with division supervisors, volunteers, partners, non-profit organizations and local state and federal entities. You must include hours per week worked. Time-in-Grade:
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
