Realty Specialist

As a Realty Specialist, you will work for a dynamic, geographically dispersed organization performing the following duties:
Negotiating with landowners, corporations, partnerships, non-profit conservation organizations, attorneys and governmental bodies to secure options and contracts to acquire land and interests in land by purchase, exchange, donations or transfer; Explaining acquisition, eminent domain and relocation procedures under Public Law 91-646 to landowners and/or their authorized representatives; Obtaining and reviewing abstract of title, title commitments, certificates of title, and title policies; Taking all actions necessary to vest good and safe title in the United States when acquiring land by purchases, donation and exchange; Providing technical guidance to Park management on resolving land management issues and in the preparation of planning documents; Providing acquisition estimates and justifications for funds required from the Land and Water Conservation Fund for the acquisition of land within the Region for the development of budget requests; Analyzing legislation and providing advice as to the effects of special/unusual provisions affecting land acquisition programs. To qualify for this Realty Specialist, GS-1170-12 position, you must possess the following minimum qualifications by close of the announcement:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
Managing a portfolio of complex real estate acquisition projects involving various legal, environmental and/or political challenges for several assigned areas throughout various states or a limited geographic area. Procuring and reviewing due diligence reports necessary for real property acquisition, including title reports, environmental assessment reports as well as real estate appraisals. Determining, what, if any curative or remedial measures are necessary prior to conveyance. Evaluating the best method of land protection based on natural and cultural resources, stakeholder's interests and other potentially sensitive information. Negotiating and collaborating with landowners, stakeholders and other government and nonprofit land conservation groups. Drafting documents required for the conveyance of real property including, but not limited to deeds, easements, offers, agreements and contracts. Ensuring successful closing of real estate transactions. Providing in-depth analysis, status reports and recommendations to agency management regarding best practices and methods for land protection and acquisition. Interpreting and applying laws, regulations and policies pertinent to assigned and potential projects. Realty experience that solely involves the purchase or sale of single family residential property is not creditable for this position. Volunteer

You will receive credit for all qualifying experience, including volunteer experience. IMPORTANT:
For each listing of experience, you must include the month and year in which the experience started and ended AND the number of hours worked per week to receive credit for your work and/or volunteer experience (Example:
3/2005 - 5/2008; 40 hours per week). One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
